Telecommunications systems are, by their nature, among the infrastructure components most susceptible to disruption by agents that have no physical presence at the component site. Threat issues include inadequate hardening of computer systems against remote compromise, and the expense involved in providing for scalability of telecommunications services to unusual demands.
